hey Anet, I wonder why you create the paragon class and then nerf him to death.
STOP f#$@#ING listening to whinners that request nerfing just because they are afraid of losing in PvP.
Incoming : increase energy cost ---> decrease duration to 4---> decrease duration to 3.
Healing reduction for most major motivation skills.
How further will you people continue to nerf??
If you like nerfing so much, this is my suggestion for ur next nerfing of "incoming"
energy cost :25
recharge :60 sec skill disabled for additional 60 second after each use.
Duration : 0.1-1.2 second skill ends immediately on one ally if he moves. this skill does not triger energy gain bonus regardless
of number of nearby allies
Why dont u just get rid of the paragon class if you people hate it so much??
so Anet, I DARE you to nerf paragon again.
And also, fire the skill balancing people !

Nah. You want to remove "Incoming!" from the came completely. I fail to see ther point to it any more. It used to be my favourite elite but I'm going to have to find another one. I mean, as hard as "Incoming!", obviously, is to counter in PvP it is TOO hard to use it well in PvE any more...to use it to catch the biggest spike of damage at the start of a fight. It was hard enough when it lasted 5 seconds at 16 Command.

Stop crying carebears, ANet never listens to nerf crying PvE noobs. It's not PvP's fault that you can't solo the UW anymore. Do you even know what "Incoming!" was used for in PvP? if not, I suggest you shut up and go run chests.

I don't not enjoy playing Paragon and I for one will not let this rediculous skill change stop me from enjoying the class. I already have another skill lined up to take it's place...albeit not quite as good maybe but it's somewhere for me to start from.
As for the OP...if he's that cross about it...maybe you're right

the skills should be balanced, not made USELESS. Simple as that.
+increasing recharge time of a spell from 5 to 15 sec is a bit to hard dont ye think? I mean, it takes the fun outta a class completely.

Used in PvP, it was a continuous way for multiple paragons to mitigate a constant 50% damage reduction. I believe that one way to balance the skill is to have text stating:
"Elite Shout. For 1...5 seconds, all party members within earshot take 50% less damage. Players may not be affecting by another Incoming! for 15...5 seconds after Incoming! ends."
That would basically make it so that even if you had multiple Paragons on the team, there would be no way to make a permanent damage reduction. I'm not sure if they could script that into all professions, but if they could then Incoming! would definitely still have it's uses as a spike preventer, instead of the current "fix" that ANET skill balancing team had of making the elite skill almost entirely useless without a team of at least four paragons. While I understand that it's hard to fix skills that are used by the metagamers, there are those non-metagamers that need to be taken into consideration as well. I'm no carebear Cassius, but I paid for this game as well as you did, so as a non-metagamer my opinion should count as well.
