Default scavenger's focus, is it really that bad?

ive been playing my ranger for a while now (started in phropcies =P) and i just finished nightfall, so i started skill capping, first ranger elite i got was scavenger's focus and after reading some of the feedback from guru it seems not alot of people like it. but i was wondering could it be used with a W/R or vice versa since it doesnt say you have to use a bow with it

description:For 24 seconds, your attacks deal +5...13 damage against foes suffering from a Condition.

Note: im not saying its a good or bad skill, just asking could it be used in some sort of W/R, R/W melee build?

It can. It can also be used on a Assassin or any other melee.

It can be used with any weapon... but it's too conditional for merely a bit more damage, AND it takes up your elite slot... people just think/know there are better elites out there for their builds, but I challenge you to find a good build with Scavenger's Focus (good luck beating the unnerfed Rampage As One, or Burning Arrow in terms of DPS though)

It seems like this skill is pretty poor for a ranger but not too shabby for pretty much anybody else. This plus signet of str, sever and flail... could be fun just to see how fast you can kill the test dummies with a starter sword. Shame it's an elite though.

This sounds like it would be really good with a Dervish, because of the AoE conditions.
