What are the best attributes???
Since im a R/E what would be the best...?
Currently I have most in Beast master, then in fire magic, and then some in marksmanship.
Is that good or should I adjust it?

Unless you're running a conjure flame build, drop the fire magic right now.
And no one can suggest attributes if you dont tell us what you want to do with your ranger.

Most people run between 9-14 expertise depending on the build. Any attributes beyond this will depend on your build. As others here have said, don't bother with Fire Magic unless you use a Conjure Build, but even a conjure build is a bit weak compared to other ranger alternatives...

I believe that 13 Expertise is the cut off for 5 energy skills to be reduced to 2.
With this in mind you should run only 13 Expertise at most if you are using lots of 5 energy skills. With the build i run i like to use 14 expertise because of high energy costs.

I wonder which is worse: hamstring firestorm or pin down firestorm?

The sad thing is, if you're running Crip Shot and Apply Poison, then Firestorm won't hamper you any because you're already doing your job.
I agree though with not using Fire Magic.

except for the whole part where you spend 10 energy (not affected by exp) on a spell that does next to nothing in a build that can be a bit energy intensive at times as it is.

Fire attunement isnt the only ele attribute peeps.
I see loads of things worthy of experimentation in ele skills.
For example [skill]Stone Striker[/skill]
This skill in combo with an Earthbound insigna gives you a total of 115 armour against everything, for a low energy demand and can be kept on you nearly constantly at 9 earth attunement.
Its not omgwtf1337!!!!!!1!!11, but its fun to make your own builds instead of copying thousands

Hmm, all you need now is Storm Chaser for energy management
Agreed, playing with builds can be fun. In general though, I think it would be safe to say that most rangers run
8-14 expertise (8 can be used if you use mostly 5 cost skills, but most will say 9 is better for the added 10 cost break point)
9+ Marksmanship if a bow is used
Another attribute at 9+, often one of Wilderness Survival or Beast Mastery, though other options exist.
As mentioned, spell casting in general isn't a great idea as a ranger, you don't get the expertise benefit on spells. That said, long lasting enchantments can certainly help, spells giving good bang for the buck. Conjure elements, Judge's Insight or weapon spells like Splinter Weapon offer a decent amount of benefit for their price - and you can certainly play around with options like the Stone Striker above to have some fun (and it would combine well with Dryder's Defense or Storm Chaser for example, as both deal with elemental damage).
