Tank's main job is not dealing a lot of damage.

Use Watch Yourself! *if you really must*, to negate damage. Pump your weapon mastery up to 16, and take an elite attack skill. Don't bother with Healing Prayers, just use good hero monks instead.
Tanking is dead outside of DoA.

Screw tanking, go smash somebody's face in.

A tank isn't useful enough to the party by itself IMO, it needs to do decent damage, in particular since mobs go for squishies, so you are right about seeking something that deals good damage too.
I've run a rather defensive dragon slash build lately. Dragon slash isn't NF, but the non-attack skills are:
tactics:12
strength:6
weaponmastery:16
"Watch Yourself!"
Lion's Comfort (actually I often bring healing sig instead, but lion's is better for tanking)
Frenzy
Soldier's Defense
elite attack skill
attack skill
attack skill
res
usage: keep up watch yourself all the time, use soldier's defense on recharge whenever you manage to get aggro, otherwise use frenzy (but switch to soldier's defense as soon as you are attacked, and don't use frenzy before soldier's has recharged so you can switch when needed).
I'd recommend Cleave+Dismember+Executioner's Strike as your attack skills in this build.

I like Triple Chop in PvE... non-attack skills you should invest in: "Shield's Up!" and "Watch Yourself". Attack speed boost is nice (Tiger Stance or Flail), but not required.
And always bring a Res of some sort. Nothing makes me more mad then seeing a W/Mo with Defy Pain, Endure Pain, 5 defensive stances, and Mending.

Tanking has it uses in certain farm groups, especially if you don't like to solo farm (I find solo farming boring).
Last time I did a 8 man FOW farm for Shards, that was fun lol
