Default Scythe mastery question

Working on a dervish build, I've been wondering about one thing :
Does the scythe Mastery level affect the attack speed with a scythe.
I read somewhere that dagger mastery changes it but I don't even know if it's true. So?

Nope, its doesn't, the only way to increase attack speed is with an IAS (Increased Attack Skill) like
[skill]Heart of Fury[/skill].

@ Dagger Mastery, higher Attribute Points increase the chance to double strike, which lets you strike twice in 1 attack. So that can be seen as a speed buff?

And second :
Explanation -> I made the mistake of listening to someone on the forum and I was confused by this. This is why it can be seen as a speed buff (note that the last sentence makes no sense)

doesnt increase attack speed, for that i go D/A and use a pear of daggers with derv non scythe mele attacks. works well. sometimes.
