Default Elite Skills Questions

I have two questions, regarding two elite skills, and if you do not mind helping me figure out exactly how they work. These are two skills whose true effect I cannot decipher from the text description alone, and I don't have the skills yet, so I cannot test them myself.

Emphatic Removal - You and target other ally lose 1 Condition and 1 Hex.

In order for this skill to work, do both you and your ally need to have a condition and hex apiece? I understand that you have to have an ally to target in order for the skill to function, however Wiki does not list whether or not you the skill requires a condition and hex on each person in order for the effect to trigger.

Divert Hexes - Remove up to 1...3 Hexes from target ally. For each Hex removed in this way, that ally loses one Condition and gains 15...63 Health.

As with the above skill, does the skill require a removal of conditions in order to function? Or does the skills second effect trigger only if the conditions are present?

Empathetic removal has no requirement for anyone having any conditions or hexes. If you cast it without a condition or hex on eitther target, the effect is like casting remove hex on someone without a hex.

The conditions likewise have nothing to do with divert hexes. However, it does require that the target be hexed for it to do anything.
