Generally, most PvE fights are over so quickly that the efficiency of WoH is enough to keep you from running out of energy. It's also nice because it acts as a regular spam heal in most situations but doubles as a 5 energy Heal Other when someone is in trouble.
MoR and related skill are more effective in situations where you need to sustain heavy casting for an extended period of time (read: PvP). In most PvE situations, you can maintain your energy well enough using only WoH and perhaps Signet of Devotion; even if you completely use up your energy during the battle, you'll have time to regen before the next fight. This is not the case in PvP, which is why it's generally important to have a way to actively regain energy in that context.
Long story short, WoH is the best choice for most PvE encounters. I've used it successfully through almost all missions in Prophecies and Factions. If I have great difficulty in one area, I usually switch to Edrain Boon Prot, but MoR would work equally well.

Well in Pve I found that energy management is important, so I would go with Mantra of Recall. Unless you use some other skills for energy.
My thoughts

if im running straight heal in pve i wont bring any bigtime energy mgmt. there's really no need, there's at least two monks, you shouldn't have any maintained enchantments on, and with heal at 16 it's really no contest. you can't be out damaged. just don't overheal.

You don't need much energy management for a straight healer beyond WoH. Adding Inspired HEx and Sig of Devotion would put you over the top. So WoH, not MoR.

PvE = WoH

It's area based. There are some fights in PvE that take a very long time, and in those cases Mantra of Recall will always help. In short fights Mantra of Recall won't be needed much, and Word of Healing might make the healing easier.
I always take Manrta of Recall, simply because I can manage without Word of Healing and you never know which W/Mo will pull 3 more other groups, making the fight take way longer then expected. Just take Word of Healing if you're absolutly sure none of the fights are going to take long (mainly in groups with experienced people or areas where you can't pull a second group by accident).

I dunno, I've found even in long fights, I've hardly come close to running out of energy by merely avoiding overhealing. Were I playing Boon Prot, then yes definately I'd say that you need MoR, but for a straight shooter healbot, as long as you don't spam something silly like Heal Breeze, you should be able to sustain your heals.

My experience has been the same, for the most part. With 4 pips of regen and efficient heals, I rarely run out of energy unless we're fighting a ridiculous spawn. Making frequent (but intelligent) use of Devo Sig really adds to your mileage. The most important thing is to not overheal, which is all too common among PvE monks.
There are some missions where you might have difficulties though. I was having a very hard time keeping up with healing demands on Gyala Hatchery. It went much more smoothly after I switched to Edrain Boon Prot. If you're really careful, you could even try Boon Heal, but it's very easy to overheal with that kind of build.

Word of Healing
If you think about it they really save the same amount of energy if you sacrifice enough attribute points to gain 20 energy from mantra of Recall.
Word of Healing replaces a spell that normally costs 10. so each time you cast word of healing you save 5 energy. If you cast word of healing 4 times you save 20 energy.
Now thats assuming you cast it 4 times in 20 seconds. If you cast it 5 times you save 25 energy. Word of healing can save you alot of energy.
Word of Healing is better to bring because it doesn't steal your attribute points from healing and divine favor. So you can heal more and still have energy.
And if you still want to use mesmer skills to save energy you Archane echo with Divine spirit. That can save you alot of energy! and it does need any any points on mesmer attributes! And you can still take word of healing with you!
Use archane Echo then cast divine spirit. When divine spirit is just about to go off you recast it with the one that replaced archane echo!
