My soul Binder build
So i havent found any necros yet using soul bind... so i decided to make a build of my own!
Name : Soul Binder
N/me
16 curses
10 inspiration
11 Illusion(only put att in illusion if u intend to use this in ab, otherwise, put the rest in soul reaping),
4 soul reaping (3+ minor rune)
Armor : Scars (cabalist) for extra energy
weapons : a 20/20 wand in curses and a 20/20 curses focus, or the Kaolin curses staff.
Skills :
Soul Barbs
Soul bind
Faintedheartness
Parasitic Bond
Drain enchantement
Ether fest
Res sig (if you intend to use this in arenas)/ Distortion (if you intend to go to AB)
Usage:
This is a pretty straigtforward build, designed mainly to disable, and hopefully kill assassins, warriors, and non-touch rangers.
Cast the skills in the following order :
Soul Barbs-- Soul bind-- Faintedheartness-- Parasitic Bond-- Parasitic Bond-- Parasitic Bond--....
Then recast soul barbs and soul bind as needed, and when out of energy or being chased by a mob, use distortion to increase your chances of survival.
Ether feast is there just as means of healing.
And drain enchantement speaks for itself...
Keep in mind that this build is made more not to let assassins, rangers or warriors attack, and not rly inflicting massive dmg, though it is possible to do good dmg, thx to soul barbs.
strengths :
Good vs assassins, warriors, and non-touch rangers.
Good At doing massive knockdowns, while inflicting damage at the same time.
Weknesses :
Casters, mobs and touch rangers.
Relies on soul bind and soul barbs to do dmg, though the build has cover hexes.
Please leave feedback.

I'm guessing this is a theoretical build.
Is this for PvP? I'm guessing so by the descriptions that you posted.
Okay, I doubt the stats you posted can be achieved. Only because you are N/Me and not a Me/N (then you still can't get 16 Curses. )
I would drop ether Fest and pickup either spirit of failure (if you stay with inspiration magic) or phantom pain (if you stick with Illusion magic).
You also listed only 7 skills out of 8.
You may want to look at Descrate Enchantments as well.
Nice knockdown build though.

Soul bind is definately fun, makes people mad, but it works in a small amount of circumstances. It was a one time try type thing for me...though if it came with some extrey damage I would pick it back up again. I used faintheartedness and wastrels worry though for constant knock down.

Dark is right. Wastrel's Worry works wonders here. The knockdown time almost isnt enough for them to get a cast off.

Since you put aside so much for Inspiration, i would drop all points from Illusion and put those back into soul reaping. And as your 7th and 8th skill for AB, id use at LEAST another inspiration skill for energy managment like channeling, inspired hex, etc, maybe 2, or invest in another cheap cast hex.
cheers!
