I use a r/me in pve and I agree with last reply, poison and conjure combo is very very nice. I also use rtw and dual shot in there as well and sub in poison elite in place of apply.

BTW the poison/conjure combo is very useful at Perdition Rock for capping.

Are you looking for a PvP or PvE build?

If PvP I would probably suggest using something like a crippleshot + poison + blackout build.

If PvE...umm...switch to monk secondary? j/k, not sure what would be best here though. Incorporating spells into a ranger build generally makes it relatively energy heavy since expertise only reduces the cost on skill type skills.

to me, the build closest to the Ranger's "ideal" is the cripshot.

go to PvP creation screen. Select Cripshot Ranger.

build your ranger similar to it.

Agreed.

About the only thing you'll really want to take from the mesmer line for a PvE build is Distortion (or maybe Mantra of Frost...). And you don't really even need that. Conjure Phantom is too energy heavy for extensive use. Poison works well enough on its own, or you could opt for another prep, but the basic formula is the same.

1.) Prep
2-5.) attack skills and interrupts
6.) Evasion stance
7.) Self Heal (if you opt for a self-heal) or Utility skill/spell (Hex removal usually)
8.) Rez

That's about as specific as you can get with the generalites we've been given.

Don't worry about trying to build using mesmer skills with a ranger, unless you have something specific in mind. But as it was stated, Crip-Shot is a good place to start, even though Crip shot itself is not a good skill for PvE.
