This build basically relies on mist form to make you invulnrable to all attacks, and serpents quickness to reduce mist form's cooldown so that it can be kept up indefinitely. When serpents isnt active, use storm chaser, when it is, use armor of mist.
Works in anywhere without elementalists, disenchant, or heavy knockdown. If none of those exist, the tanking potential is unmatched.

Max tactics req 9 shield with Physical Damage-2 and Health +45 (while enchanted) which can be found from collectors or weaponsmiths.
Simply keep up all your enchants at all times, using windborne to renew kinetic, and you will be able to withstand most damage.
This build's main weakness is interrupt or somehow preventing windborne speed from being cast, which causes you to lose kinetic armor and your speed bonus. However, it can power through knockdown, degen, elemental spells, and if used right, moderate disenchant.
