Since you are only level 15, you don't have any elites.
My only suggestion right now is:
Drop Armor of Earth, and pickup Kinetic Armor
Drop Stoning, and pickup Rez Signet (or sometime of rez skill)
Armor of Earth will give you armor, but it will slow you down too. It can endup killing you if you are under heavy fire (spells, range attacks, etc.).

Actually, Pick Me, at max Earth, the slowdown from Armour of Earth is a measly ~14% (could be 12%, it's been ages since I last played GW). I just whack on Armour of Earth and laugh at any PvE warrior mobs, what with Ward Against Melee on top of it . I'm not a fan of Kinetic Armour in PvE, outside of farming / low-level areas... though powerful, it requires Stone Daggers, or something similar, to maintain (no problem here, there, or anywhere - the OP's using Daggers, I use Daggers... Daggers FTW ) My main trouble is with the recharge on it... If AoE's removed, big deal, 15 sec recharge. If Kinetic's removed, it's a godawful 45 second recharge... And leet-haxx mezmars with their million and one ways of stealing my rocky armour seem to stalk me everywhere.
Anyho, @ the OP... your build's a solid damage dealing build for low-level areas, the ward's a nice addition there, too. However, Obsidian Flame isn't too useful at lower levels, things don't have a high-enough armour to warrant Obsidian Flame. For the time being, either Earthquake (Prophecies), or Dragon Stomp (Factions) would be better - AoE fun, as well as a whole lot of hurt on any warriors poking at you with their Fiery Dragon Swords.
Also, as Pick Me says, a res skill of some kind is a good idea (Rebirth / Resurrection Chant for /Mo, Flesh of my Flesh for /Rt, or the Signet for anything else). And when you can get Elites later on, I'd happily point you in the direction of Glyph of Energy, allows a whole lotta Flames/Earthquakes without the expense and Exhaustion.

Your assessment of Armor of Earth may be true (I don't know the exact % of slowness), but at level 15, can you get max Earth? Probably, I can't remember, its been so long ago since I've played anything less than a level 20 now.
Against Enchantment Strippers, make sure you have cover enchantments with you.
