Default Scourge Healing

I've never made a Monk, so I'm unsure how this skill really works. Does added regeneration count as healing this skill can damage or does it only count in terms of skills like Orison Of Healing, Healing Touch, etc...

Only direct heals (orison, touch, heal party, etc..). Healing breeze is not affected by this, unless the divine favor heal triggers it.

Divine favor does not trigger it. Prot skills do not trigger it. Divine boon does not trigger it. Certain healing skills (like healing seed, vigorous spirit, and healing breeze) do not trigger it. Troll unguent does not trigger it.

Skills that do trigger it are direct healing skills in the healing prayers line, signet of devotion, healing signet, ether feast, etc. Heal party and light of deliverance can trigger the scourge healing damage multiple times in a single shot if the hex is on multiple people in your team.

You can see that in GvG sometimes. Mass scourge Healing can really make the monk or ele in the back stop casting heal party for a while.
