I've always thought Healing Seed and Healing Hands should be the other way around, but with the same cast time and cost. So they would be:
Healing Seed: For 10 seconds, whenever target other ally takes damage, that ally gains 3...25 health. (cast time 2, cost 10)
Healing Hands: For 10 seconds, whenever target ally takes damage, that ally and all adjacent allies gain 5...29 health. (cast time 1/4, cost 5)
But for monk skills, being able to target yourself is a factor in being elite worthy, and in this case, HH is elite because of cast time, cost and self-targetting, not because of what it does.
