Its not a belief its been proven. No other skill combo for swords has a higher dps. Dragon slash is not what makes it best. Sun is moon is what makes it the best choice. Dragon slash allows you to use sun and moon more.
Otherwise quivering blade way outdoes dragon slash on the dps front.

HB swings twice at adjacent targets every 8 seconds.

I *can't* tell you with a straight face that it's worth an elite slot. I also can't tell you with a straight face that Dragonslash is worth it. "For Great Justice" just sucks too bad for me to say that.
I do agree that HB really needs a buff. As it is though, it's usable. You're still hitting twice, so the potential adrenaline gain is higher than with Cyclone. It also doesn't clash with Final Thrust, like Dragonslash does.
Hundred Blades: Swing twice at target foe and adjacent foes in front of you. Each attack that hits deals +8...20 damage. 5e, 8r (half the AoE of Triple Chop, but 2x the hits with about equivalant damage)
Hundred Blades: Swing twice at target foe and adjacent foes in front of you. The first attack causes bleeding on all foes it hits. The second attack deals +1...10 if that foe is suffering from bleeding. 5e, 4r (ignores immunity to bleeding)
Dragon Slash: If Dragon Slash hits, you strike for +10...34 damage and gain 1...7 strikes of adrenaline. While you have Dragon Slash equipped, you cannot gain adrenaline from other skills. (8 gain with 16 sword)
I could say with a straight face that those are worth it, though.
Even with the added damage for a modified HB, I don't think it would see much use outside of PvE. AoE .. lower damage more vulnerable to prot spells.. much lower potential adrenaline gain.. but still worthwhile in PvE, like Triple Chop. I think that this would work well.

If you are going for pure dps nothing is better than whirling axe.
Whirling>crit chop>whirling
Since most things on the game do not bring any block enchantments its no problem. I bring wild blow for the occasional whirling def.
Pre evisc nerf whilring axe was very close to the same dps. After the nerf whirling surpassed evisc.

Obviously while under the effects of an IAS stance, but I find "Standing Slash -> Galrath/Silverwing Slash -> Dragon Slash -> Standing Slash -> Galrath/Silverwing Slash -> Dragon Slash" MUCH better for DPS.
Edit: to clarify, Sun & Moon should be used to generate adrenaline when "FGJ!" isn't active, but once it is, you're better off using Standing Slash then Galrath/Silverwing Slash to generate the same amount of adrenaline that Sun & Moon does, but with the added benefit of doing the same damage as Dragon Slash per swing. So instead of "2x weak hits -> 1x +43 hit" over 2 swings, you have "3x +43 hits" over 3 swings; ie, no drop in DPS.
And yes, I know that Standing Slash is +42 at 16 sword and the others are +43, but you get the idea.

Id go HB if I had Vigourous Spirit or Signet of Strength in my Bar, then make sure you're in a big crowd and thwack away. Hell put arcane mimicry on the bar with mesmer secondary and steal Warriors Endurance from a passing friendly and you'll never have NRG life problems ever again (as long as theres a nice big crowd of baddies near by....
Get blinded, interrupted, miss(???wtf?) and the spammability of Dragon Slash goes gushing down the drain..
Anyhoo putting an attack Elite skill on a swordsman seems to lack imagination for me. Maybe that crippling strike thing for PvP but theres no decent elite sword attacks. Strength and Tactics Elites are the Mutts Nutts. Heck I need to get NF for that Steady Stance Elite. Condition OVERLOAD with 2 Drucken blow things and sever artery and gash. Or dismember with an axe. "Holy Carp smoked by Burning Psalm Books." O.o
