Stolen Speed
If you cast stolen speed [elite] twice on the same foe does it have double effect?
what if you cast stolen speed on two different foes? Can you cast 50% faster?
Also what is the limit of increasing how fast you can cast (in movement you cannot exceed 50% over your regular speed), and what spells can you use to boost your casting speed?

You can't hex the same target twice with one hex... you'll remove the old one and apply the new one by doing that.

Not quite true;
More than one hex of the same type can be present on a foe, but only the highest current attribute hex takes effect. The same holds true for enchantments.
As to Stolen Speed stacking, Stolen Speed only affects spells cast on the hexed foe, independant of any others. That is to say, 25% faster casting while targeting that foe is 25% faster casting while targeting that foe, and no other foes.

Now for something that deserves a post count:
Stolen Speed can't be stacked due to the fact it's the same hex, it's that simple, however you can hex different targets to get double the benifit.

No, my comment is a minor, but important distinction that comes up when either multiple people are using the same hex, or the same person has a + attribute item or skill enabling them to cast the same hex at multiple attributes.
And, I'd neglected to mention that it's the enemy effect that only one can occur of. Spells like Life Siphon are where this occurs, when every ally who hexed the foe gets the health regen, but the foe gets only the largest single health degen from it.
Also, rarely hexes like Wastrel's Worry demonstrate the 'still on, just not in effect' concept; New casts of it don't count as new applications, and they don't 'refresh' its duration.
This was happening with skills like Signet of Strength and Life Sheath before they were fixed.

Thanks Poison Ivy, you answered my question pretty well.
now i understand that the effect of stolen speed cannot stack at all, neither on you or a foe.
My question was if I were to cast stolen speed on 5 different foes would I still only cast 25% faster, which i think you answered as yes (?).
Also i still want to know what is the max amount of increase in fast casting you can do. Like i said before, your movement speed cannot increase over 50% of your regular speed, no matter how many shouts or skills you use. Is there a limit for the amount of increase of fast casting (like could you get 100% faster casting if you had spells that allowed you to stack the increase of fast casting)
Sorry for all the trouble but just think of a mesmer that could cast rebirth or rez chant in like 2 seconds or something!

There is no cap on cast time reduction, though it's not additive, in case that isn't clear. 50% + 50% = 75% cast time reduction. There is no way currently to completely remove cast time; Each additional reduction is subject to diminishing returns.
Even with Glyph of Sacrifice and Glyph of Essence; 'Instantly' has been estimated at 1/4th a second. I can not verify such small values for accuracy, but I can tell you that I have been interrupted and knocked down while casting my 'instant' spells, so they've definitely got some cast time.
Fast Casting at 16, Holy Haste, Healer's Boon {E}, and any 8 second Healing Prayers spell will cast in just under 1 second. (52% reduction, 50% reduction, 50% reduction = 88% cast time reduction.) Throw in a random "Faster Cast while using Healing Prayers", and you've got it at .5 seconds. .25 if both trigger.
In short, you can take cast times as far down as current skills and items will let you take them.
However, in advance, if you're looking to use Stolen Speed to reduce your resurrection cast times, it's not going to work;
"your spells targeting that foe take 25% less time to cast."
Resurrects target allies, not the hexed foe.

an interesting bug to note with this skill, it causes signets to cast slower as well not jsut spells possible other skills as well thoguh i have nto tested that

Minor thing: You can increase your running speed by up to 60% of your normal speed except with Junundu Tunnel (60%). So there :P
