Default how useful is this skill combo?

ok, here it is in order:

serpents quickness
marksman's wager
called shot/penetrating attack (mostly called shot because of 100% chance of hit but maybe use penetrating attack when your positive you can hit the enemy)

would this combo allow you to hit consistent damage in a PvE/PvP setting? If so is it worth using? Any feedback would be great.

Not very useful. I mean hello... those skills have been around since the very begining... and you think no ones thought of it?

Its not used because its not a good combo. I mean hello? Called shot?

Why waste your time with Called Shot and Marksman's Wager when you can just use Seeking Arrows?

Expertise makes Marksman's Wager just generall unworthwhile. The only use I see for it is a wierd Ranger secondary build.
