Could it be because the OP specifically asked which is the best elite prep? Not a lecture on why the elite preps are outshined by Apply Poison/RtW, but what elite prep is best. Why did you actually bother posting that?

I really wish they'd buff Incendiary Arrows to at least get rid of its retarded duration. All you actually need is 2s burning if your using an IAS to cover for the refire and the target burns constantly... but who actually runs it? The only way its usable is if like Rotscale companions you have infinite energy and QZ up.

I used to always go around using incendiary + arcane mimicry (to borrow practiced stance) which is rly useful, though I must say that it is irritating to not be able to use your elite for most of the time (because it's recharging). I've found that marksman's wager is gr8 assuming you either bring skills like called shot and/or precision shot (though ofcourse dual shot means twice the energy gain/loss), since otherwise meeting anyone with a stance will mean saying goodbye to your energy. I wouldn't even consider Marksman's Wager in pvp since it's so easy for someone to drain you or paralyse you once they realise that you're using it. Melandru's resilience is good, though I prefer kindle + poison arrow if you want dmg and degen. personally, I don't think the elite preps are the best availabkle for rangers.

marksmans wager anyone? If you use that one.. you can spike all the expensive marks skills

think about it.. non stop power shot, penetrating attack, concussion shot, savage shot or something like that
