It's a pretty nice skill... but there's that 25 energy cost... kinda prohibitive for an Elementalist secondary to use with frequency...

Firestorm would trigger it too often for the On FIre to ever wear off, I think, and would be easy to move out of the effect of.
Typically, Rodgort and Fragility use just a fire-weapon. Though Incendiary Arrows and Fragility have an interrupting side effect that works even if a hex gets removed.
But yes, On Fire and Fragility is very powerful, when there's no hex removal around.

does anyone use this with just a constant flare? keep them on fire plus the small amount of damage from flare? deos that work well for PvE?

In my opinion, one of the absolute most destructive spells in the game. I use it on 3/4 of my characters. I love it. The engergy is a little high, but with some work, you can get around it.

Since im a ele/necro i use this then i use flare then virulence(E) cuz virulence makes them diseased poisoned and suffer weakness if they r suffering a condition

hey i think this skill lasts longer than the description says it does.
I tested it on a fragility build, putting fire magic at 2 for a maximum of 1 secs the target is set on fire. but when i tested it on the dummies i found that fragility wouldnt trigger showing it ends between wand attacks. Since wands have s 1.75 sec cast time and a 1 sec flight time (from missle weapon properties guide) theoratically i should easily be able to activate fragility twice between attacks. Since this doesnt happen I'm asking whether this skill is bugged or what i'm doing wrong with fragility.

I was having fun with that until I got bored with scarab queen hunting.
I used a double attunement build, so it had a net energy cost of only 6, while Flare and Fireball had net energy costs of 2 each. Pretty lethal, although it's hard to be perfectly organized about Marking multiple adjacent monsters and then Fireballing the whole group.
(Note: If you're trying to go enchantment-heavy in that area of the desert, run don't walk away from any dead enemies or you'll wind up unhappily inside a Well of the Profane. But I digress ...)

Fevered Dreams is a bit slow and clunky. Each application of a condition has to be fresh, rather than a renewal, for it to spread, so you have to time your condition causing so that it's always there after the last one ended.
With Mark of Rodgort, this is particularly annoying.
