The only worthy use for echo is uning it on a non-"spell" skill (that even excludes hex spells and enchantment spells).
use it on Glyphs, Signets, Traps, Nature Rituals and all kinds Attacks, it even copies the adrenaline on attacks, THIS makes the funniest and most flexible builds.

Echo does work on Healing Signet for reference. Personally I thought it had worked on Rez Signet for me before but I could be wrong (plus it's only 20 seconds duration so it would be very situational).
I tend to use it in pve on Cyclone Axe mainly, or sprint for those times when one burst of speed just isn't enough.
In pvp it's very useful in conjunction with Blackout, Shatter Hex, Diversion, etc, (although Arcane Mimicry would be almost as good for these and free up the elite slot - but since I play a W/Me I prefer Echo over Arcane Echo as it's cheaper, fixed duration & more flexible for copying warrior skills too - nothing like penetrating blow doubled up for 20 seconds to really drive the point home).

I've been all over Perdition Rock and can't find this Rwek Khawl Mawl. I've seriously cleared every single area multiple times, have the whole thing visible on my map and have captured almost every other elite offered there. Did Anet change the location of this one?

I use it combined with elite energy drain...take ether fast en energy tap with you and you can suck a monk's energy in 4 sec. I can drain 54 energy in that small time..If you do empathy or backfire on any remaining monk then no more healing power is left alive. But I am anti-caster built. And I know...my mistake...needed to post this with normal echo.

I've echoed Res Signet many a time in PvP, it is possible. My W/Me also likes echoing "To the Limit!" in PvE. Instant adrenaline spike, allows you to go through that sever artery+gash+galrath+Final thrust chain almost immediatly or quickly throw up bonetti's if need be.

tossing Arcane Mimicry in somewhere in that chain might produce some odd results as well (can you arcane mimicry Oath Shot anyone?) or maybe use it with arcane thievery (will this really take out 3/8th of an enemy's monk's skillbar? or is there still a chance for the other copies of arcane thievery to steal an already disabled skill?)

You can Mimic Oath Shot. But someone tried this about a week ago, and they had set up Oath Shot so that it won't recharge any Oath Shot on your bar. Still mildly useful, since you could, with the help of Quickening Zephyr, unload Oath Shots every 5 seconds for a little while (privided you didn't miss). I think I'd prefer mimicing an Oath Shot while I had something like Incendiary on my skill bar, though.
As far as disabling someone with Arcane Echo, Echo, and Arcane Theivery, I've heard conflicting information. One person said it seemed to take the last skill the target had used (meaning you could easily take the most vital skills), while another has said it always duplicated the same skill (thus disabling one skill for them, but giving you 3 copies of it). I've never checked.

i would like to say that using echo with backfire is hella fun when u use it on the enemy monk in say GvG,ab, or hoh. keep hittin him with backfire, and he keeps using spells, he ends up killing himself before he realizes it. =) funny to watch i might add

BTW, Backfire is too easily removed, it's the last thing I would suggest you to Echo in PvP.

According to guildwiki (not personal experience), if the boss echo'ed something before it died, you have to wait 30 seconds (or however much time would be left) for the skill to change back.
