Some mesmer I was playing with in RA used conjure nightmare (yea the 25 energy conjure), crippling anguish, and energizing wind. Seemed to work fine.

I think I've seen a build that does both health and energy degen, but wasn't that practicle in PvP.

Here is one that was good for health degen:

Conjure Phantasm
Phantom Pain
Wither (e)
Parasitic Bond
Energy Tap
Ether Feast
Soul Barbs
Res Signet

Wither, Parasitic Bond and Soul Barbs are from the Necromancer Curse attribute. Wither does both health and energy drain (but stops once enemy is at 0 energy).

You could go with high energy removal - E-denial:

Energy Tap
Energy Drain (e)
Archane Echo
Spirit Shackles
Energy Burn
Mind Wrack
Ether Feast
Ether Lord
Rez Signet

Ether Lord is not really recommended, but it can work (if you find yourself needing energy).

Hope this helps.

IoR/Conjure works great. You can top it with Cume Pain or PP/SD for a Deep Wound + spike damage. You can also use Mantra of Persistence to prolong the duration (getting more bang for your buck, as some would put it). But I personally find my stance slot almost always filled up with something (Dist, Conviction, etc.). Still a good choice if you prefer non-stance survival techniques (like kiting LOL, so old fashioned :-)). I think it's safe to say that Conjure Phantasm and IoR, topped with PBond for cover are the most nrg efficient degen (and fast recharging-mind you- so you can spread it around) a Me can come up with.

the thing with degen is that you dont need to devote your entire skill bar to it, and thus have room for other things as well. I will show you some nice things that you can do with degen

Elite:

Crippling Anguish: if playing runner in pvp
Migraine: for both pvp and pve, to annoy the heck out of Monks, can fit well with an interrupt or 2 to be a killer
Fevered Dreams: if playing in a condition stacking team, spreads conditions
to all foes in the area
Mantra of Recovery: to spam your degen skills like a maniac, good for degening an entire mob/team
Expel Hexes: for massive hex removal, mainly for pvp

Basic Degen Skills:

Conjure Phantasm
Images of Remorse
Phantom Pain

Utility Skills:

Mantra of Persistence: makes your Illusion hexes last longer, pretty much a must have for an Illusion Mesmer
Power Return: an interrupt that recharges fast, works very well with Migraine/Arcane Conundrum
Power Drain: a good source of energy management, works well with Migraine/Arcane Conundrum as well as Mantra of Recovery
Arcane Conundrum: weaker version of Migraine, no point to equip both
Ethereal Burden: slows down your target and gives back energy when it ends, only downside is the long recharge, and thus it works nicely with Mantra of Recovery
Inspired Hex: both hex removal and energy management, although it wont give much energy back without very high Inspiration Magic
Drain Enchantment: both enchantment removal and energy management, much better than Inspired Hex for the energy management
Res Sig: a must in all builds, pve and pvp alike

Secondary Class Skills: I'd recommend Necromancer, some will take Monk, mainly for the fast cast hard res

Necromancer Skills

Soul Barbs: fits perfectly in your hex heavy build, adds pressure to your already pressuring hexes
Suffering: AoE degen, works better in pve than in pvp
Parasitic Bond: the ultimate cover hex, cheap and spammable and heals you when it ends
Faintheartedness: works nicely on melee characters
Shadow of Fear: AoE slower attack speed, works very nicely in pve
Vocal Minority: very nice in pvp to counter enemy Paragorns

so out of all this mess I'll give you some specific build examples:

Migraine Mesmer:

Migraine
Conjure Phantasm
Images of Remorse
Phantom Pain
Power Return
Power Drain
Mantra of Persistence
Ressurection Chant

PvP Mesmer Runner:

Crippling Anguish
Conjure Phantasm
Images of Remorse
Phantom Pain
Soul Barbs
Drain Enchantment
Mantra of Persistence
Res Sig

Massive Degenerator:

Mantra of Recovery
Conjure Phantasm
Images of Remorse
Phantom Pain
Power Drain
Soul Barbs
Mantra of Persistence
Res Sig

I hope this helped you understand the flexibility of the Mesmer in general and of the degen Mesmer specifically

Also a fun skill is blackout to use on all monks/necro touchers. conjure phantasm+Mantra of Persistence, so use mantra of persistance then hit the toucher with phantasm then hit them with blackout and watch the fun begin. Blackout can be great fun. I use it in AB a lot, makes me lol at the chaos it causes.

I'd just forget about the Energy degeneration part and use a standard Crippling Anguish Illusion mesmer.

Alright, as a mesmer player then I'll ask for everyone; please explain what the Migraine Mesmer job is, and the Crippling Anguish Mesmer job is.

Well in my oppinion Migraine mesmer's job is to interrupt spells of the enemy, oftenly that enemy is a monk. To do that you've got Migraine which causes degen of life and 100% longer casting time of enemy spells. Then you cast Conjure Phantasm to cover the Migraine and increase the degen. And then you can cast interrupt skills. Of course not every spell you can interrupt, so beware.

PS.Build provided by "zling" is set mainly on degeneration.

In general, Migraine is caster shutdown, and Crip Anguish is melee shutdown.

Usually a Migraine will camp one target and interrupt key spells - this target may be a Monk or an offensive caster, depending on the situation.

A Crip Anguish, on the other hand, can keep a target perma-snared. Often this is used on melee classes to make kiting easier for your teammates (or, as a runner, to prevent them from reaching you).
