Skill points or attribute points?
For the attribute, I'd say to focus on Marksmanship and Expertise.
Now if you're asking what skills to buy - erm, I'm prbably going to forget many, but i'd say:
Monk skills:
- Rebirth (+ maybe another kind of rez like Resurection Chant)
- (maybe) Hex and condition removers
Ranger skills:
- Charm Animal *
- Comfort Animal *
- Distracting Shot ***
- Whirling Defense ***
- Concussion Shot (if you have nasty spellcasters bosses to take down without BHA) *
- Favorable Wind **
- Needling Shot (Factions only) *
- Penetrating Attack **
- Read the Wind **
- Screaming Shot (NF only) *
- Savage Shot ***
- Sundering Attack (same as Penetrating - Factions only) *
- Apply Poison **
- Kindle Arrows **
- Troll Unguent **
- Dual Shot (very effective with kindle or RtW) **
- Forked Arrow (see dual shot) **
Of course this is very subjective and I've probably forgotten many skills. Most of the skills mentioned here are obtained as quest rewards. It should suit to a level 10 ranger - pick some and make your own build (a few attack skills, an interupt, one preparation, a defensive stance - whirling defense recomanded -, Troll Unguent if you want, a monk rez, and eventually a spirit, or even a pet).

to be honest, the best builds (for most, if not all classes) is skills only for your primary profession....my basic pve build is for r/mo though
16 marksmanship
10-12 expertise
10-12 wilderness survival
skills--barrage, distracting shot, savage shot, troll unguent, whirling defense, a spirit (i use favorable winds), storm chaser and rebirth

it means you still have a lvl10 ranger in your hands...
why trying to spoil the fun while you can learn everything by yourself...like me
but really... being a lvl10 and being that your first char... why not try to play the game at your own pace instead of copying others?

I would go something like this:
Expertise: 3
Beast Mastery: 5 (4+1)
Marksmanship: 7 (5+2)
Wilderness Survival: 5 (4+1)
- Read the Wind (Marksmanship)
For 24 seconds, your arrows move twice as fast and deal 6 extra damage.
Energy:4.4 Cast:2 Recharge:12
- Hunter's Shot (Marksmanship)
If Hunter's Shot hits, you strike for +9 damage. If this attack hits a foe that is moving or knocked down, that foe begins Bleeding for 14 seconds.
Energy:4.4 Cast:0 Recharge:5
- Distracting Shot (Expertise)
If Distracting Shot hits, it interrupts target foe's action but deals only 4 damage. If the interrupted action was a skill, that skill is disabled for an additional 20 seconds.
Energy:4.4 Cast:0.5 Recharge:10
- Call of Haste (Beast Mastery)
For 30 seconds, your animal companions have a 25% faster attack speed and move 25%.
Energy:8.8 Cast:0 Recharge:25
- Comfort Animal (Beast Mastery)
You heal your animal companion for 48 points. If your companion is dead, it is resurrected with 26% Health.
Energy:8.8 Cast:1 Recharge:1
- Charm Animal (Beast Mastery)
Charm target animal. Once charmed, your animal companion will travel with you whenever you have Charm Animal equipped.
Energy:8.8 Cast:10 Recharge:0
- Rebirth (Protection Prayers)
Resurrect target party member. Target party member is returned to life with 25% Health and zero Energy, and is teleported to your current location. All of target's skills are disabled for 10..4 seconds. This Spell consumes all of your remaining Energy.
Energy:10 Cast:6 Recharge:0
- Troll Unguent (Wilderness Survival)
For 10 seconds, you gain Health regeneration +5.
Energy:4.4 Cast:3 Recharge:10

Are you in the Ruins of Ascolon? Are you in Pre-Searing (where Ascolon is nice and green)? Are you on a small island in Factions? Are you in some small island in Nightfall?
Free skills in Tyria (original Guild Wars)
Rebirth, Mend Ailment, Remove Hex, Smite, Bane Signet, Orison of Healing, Mending, Heal Area, Heal Other, Signet Of Capture, Divine Spirit, Balthazar's Spirit, Balthazar's Aura, Purge Conditions, Resurrect, Resurrection Signet, Comfort Animal, Charm Animal, Troll Unguent, Power Shot, Winter, Favorable Winds, Reading The Winds, and a bunch of other skills I can't remember.
Anyway, what quest are you stuck on. I maybe able to help you out. I got my R/Mo all the way through Prophecies and Factions.

You don't know what to do next, or its too hard??
In the first case follow the primary questline, or ask other players in the latest outpost you got to.
Second case, try to keep an eye on the enemys skills, read the skilldescriptions of your own skills and try to chose skills that counter most of/or the most dangerous enemy skills (buy new ones of needed)...

Alternately, you don't have to use a bow at all.. you could just make use of your kitty or whatever your animal you have a fetish for, and a staff for extra energy.
There's a lot of cool stuff you can do with a ranger. You can also PM me for help ingame if you like, just make sure to say you're from the forums.
