First Welcome to Guildwars,
in direct reply to your request, i think the currently best necromancer pvp build is useing the curses line of skills for degeneration pressure, it provides something that works over time to whittle down an enemies health and also has skills that will help you stay alive when faced with tough targets like warriors and asassians in the form of reduced attack speed.
MM,SS are certain class builds mainly for pve, MM,is an abbreviation for minion master a necro who uses the death magic line to create a small army of creatures for damage and tanking. SS is a curses necro for pve useing the elite spell spiteful spirit to do massive damage to AI mobs who dont have the awareness to stop their actions.
Just mainly for your pvp necro look at the curses skills guide on this website and look for the skills that provide degen and look at secondary effects to find what suits your play style.
Edit- I dont have a degen curses build so i cant really help there, however just search this site and a related site Named guildwarswiki for info on certain builds.

N/Me or N/Mo is a good choice.
You can go N/Me for Curses Spells and Degeneration Hex Spells, etc...
The best choice in PvP would probably be a Curses Necro, with Price of Failure, Insidious Parasite, etc...

Unfortunately I don't PvP
However, from my understanding of PvP, N/Me would be my suggestion.
I play N/Me in PvE (Person vs Environment), so I know how good it is vs AI.
E-denial, condition spreader, enchantment stipper, hex remover, direct damage dealer, support caster, etc.
E-denial means removing enemy's energy. This means that the enemy will have little to no energy to activate most skills.
Condition Spreader - spread conditions to other enemies; conditions you receive can be sent to enemies, conditions that are inflicted on enemy can be spread to other enemies. (ie: bleeding, deep wounds, disease, poison, weakness, etc.)
Enchantment Stripper - taking away beneficial enchantments from enemies
Hex Remover - removing harmful hexes on your allies
Direct Damage Dealer - damaging enemies directly with spells
Support Caster - reducing enemy's effectiveness and/or increasing the effectivness of your party (ie: reducing the enemy's chance to hit an ally and/or reducing enemy's defenses)
This of course is my opinion.
Hope this helps.
P.S. do not use the combination of Incidious Parasite with Price of Failure or Reckless Haste. Price of Failure and Reckless Haste work nicely though. Incidious Parasite requires enemy to hit you, so Weakness/Enfeeblement + IP do go together.

N/E lets you use Glyph of Lesser Energy. Soul Reaping notwithstanding, this can be very nice to have.
