I prefer the extra armor option. Helps you live a little longer to keep on casting or spamming heal party.

Notice I said 8. You get half benefit if you don't meet the requirement. Of course a shield won't give you 12 energy, I thought that was obvious enough not to say. ~.~

The mods are still in effect even though you don't meet the requirement, like the +30 hp or -2 while enchanted. That's why you see a lot of Mo/As running around with shields.

The only question is how much AL you get from the shield if you don't meet the req.

Originally, green and collector shields would give you (I think) 3 armor, while gold shields (I know) gave you 8. They changed it in an update, which is why I have like 3 green shields on my ele (eles can have low energy sets too!)
