To the OP,
The best way is to outdo the damage he's inflicting on you.
Expose defenses to make sure your combo hits and plague touch just in case he gives you back the poison/blind/deep wound/bleeding you dealt to him.

Can't see an assasin ever beating a vampire. I'd say whatever the build, you want wild strike/blow and 2 knockdowns to stand a chance. Or a unique a/me build of some sort.

A combo sequence with at least 2 KDs FTW. Its not too difficult to do. Chances are you'll interrupt his heal spam and screw him over big time.
If you choose to go degen combo on a touchy, you better not be doing it face to face. Even if you have Plague Touch, the tables can be turned very easily in the touchy's favour. As Yan mentioned, Expose Defenses (or Rigor Mortis) to bypass stances, then AoD to target, unload combo and bugger off.
KDs generally work better than degen against a touchy. Always better to take away his advantages than to allow him to utilize them while you're trying to get your degen combo off.
Here's a combo you can do (if you plan to be mainly anti-touch):
"Self Heal", "Cover Hex (Siphon Speed would work great here)", Mark of Instability, Black Lotus Strike, Twisting Fangs, Falling Spider, Horns of the Ox
Thats 2 KDs, awesome degen and damage. Just make your retreat after Horns and let him die from degen.

I beat vamps with an assassin before. -.- . i can't say they where pro's, but then again, I'm not either.
simply use shadow form even before your in a near death situation. criple/blind, make your enemy defence less with whatever skill you like and keep doing high damage attacks on him. eventually he will run out of mana and you got him right where u want him.

Expose Defences doesn't always work you know... just because it renders Whirling Defences useless doesn't mean you've rendered Throw Dirt useless.
If you do manage to get past both of these (plague touch i guess), a touch ranger can't combat Poison/Bleeding/Deep Wound... sure they can spam Plague Touch... but if you have Plague Touch also the touch ranger will always be down on conditions and die from degen.

Touchies are easy if you get hte jump on them
basically kds + either wild blow or expose defences are the killer here
If you can interrupt their throw dirt (easy if you chain two kds, theyll start thropw dirt as soon as they get up, and get knocked down before completeing it) theyre pretty much dead.

I personally haven't found many touchers that can out-damage me in a fair fight... I win 90% of the time by using jagged + wild + nine tails strike + mobius + death blossom.
However, a word to the wise of someone who has been playing Assassin for a LONG time: just ignore the stupid touchers. You can easily get away from them and they really are only dangerous when you waste too much time trying to kill one. Move on and take a different target

Actually, I can kill a toucher with a shock build, simpliy use Way of the fox, then AoD in and do the combo, and end AoD and run b4 they can use plague touch, if they get close to u, just use shock and run(or finish them, if the defenive stance has ended)

From what I've found out from playing against most touchers, like what SApheonix said, the deadly arts skill siphon speed works very well(Also if you don't want to use AoD for an elite). In order for most touchers to heal, they have to touch you. A good combo against a toucher is using siphon speed and then a knockdown combo. (I prefer the impale-iron palm-spider-ox combo). It won't kill them but siphon speed will allow you to run, stopping their source of healing+damage, and also because it makes you faster than most other running skills (+20% for you, -20% for them = 40% 1vs1 speed boost, and most speed skills top 33%) they can't chase or get away. The only other slight hitch in this build is the use of life transfer when you run. I counter that skill with Shroud of Silence {Elite} anyways before i use iron palm. This type of build keeps them on their toes because even if they use an evade stance it's not like they can get very far away or counter when you are just out of their reach.

In PvP, if you catch the touchee unawares, you can at least moderately damage him. Otherwise, best is to use Siphon Speed to hopefully get the touchee into other difficulties, which you can then make worse with some good old fashioned back stabbing.

Are you retarded? AoD--> Shock--> Falling---> Twisting Fangs and then run away? So if i use Whirling and your entire combo misses your now standing around... completely out of range... completely out of the battle... doing absolutely nothing waiting for your skills to recharge so you can attack again... and get Throw Dirt in the face before Shock hits? So instead of killing a touch ranger you've basically made yourself utterly useless.
How about letting the Cripshotters, Crip Mesmers and various other builds that can clean the floor with touchers do there job while YOU do something useful and spike down the squishy? There are too many idiots that think all Touch Rangers are 'noob' and should be killed the moment you see them. Its no wonder they thrive so much with people who obviously have no clue how to defeat 1 going up against them and bitching when they lose.
