Depends on the situation. Meteor shower deals good damage to foes with added knock down. BoC only does damage to those who are standing still with added burnging when they are knocked down.
So a better choice would be to use MS and BoC together instead of using one or the other. If you don't plan on running both (I don't use BoC) then take MS rather.

ok but i like BoC better cause people run out of metor shower when u cast it.
problem with that is it drains your energy by 25 for a short while.

They'd run from a Bed of Coals too, and Meteor Shower is useful in PvE.

Meteor Shower does not make Mobs in PVE scatter unless it is used with another AOE or cast repeatably (which is doubtful since it is a 60 second recast)

First of all Meteor Shower is about 700x better than BoC for PvE. For PvP, you probably don't want either. Also...

Many, if not most, experienced nukers use Glyph of Renewal or Echo or Arcane Echo with Meteor Shower...so it is actually pretty common to see Meteor Showers cast repeatedly.

I have run MS with Arcane Echo and Glyph of Renewal still have not noticed the Mobs running in PVE unless I add another AOE in. It could be that I was just lucky enough to be in a area that mobs don't run as much but I have not seen them run away from Meteor Shower.

It usually takes a few seconds for enemies to flee from AoE, so, with the knockdown of MS, they usually can never run.

bed of coals is a good way to get everyone out of a ward vs melee but i since the update on it i have been using it less.
and shower is a great skill if im running fire i have it on and it is also good at clear an area but it takes to long to recharge it cause exhaustiong (which really isnt a problem with its long cool down) and it takes 3 seconds to cast. but hey it does knock down and and deal massive damage.
so really it comes down to your playing style.
