Default Diversion, stances, and shouts

I am sorry if this has been posted before but I ran a search and couldn't find any thread about this. My question is does the mesmer skill diversion affects stances and shouts? I ask this because usually if a skill is diverted the bar under the target's name that shows the skill kinda 'locks up' if the skill was diverted but this didn't happen when my target used a stance under diversion. Thank you for any input.

And other monster skills as well. (maybe because they have no recharge?)

Plenty of skills availiable to us have no recharge, so it is not that. Must just be that they are monster skills.
