ive read up on many threads about this skill.

but one thing isnt for certain.

do the effects of being blinded work with IW?

IW will hit no matter what every single attack. It doesn't matter if there is any form of block or evade, IW always hits because it is a spell not an attack. With my brief experiences with IW, blindness did nothing to me.
