Ranger/Mesmer Build
I have been working on this caster disruptor build and would like to know what you guys think of it...

Skills:
1) Determined Shot - (5,0,10) If Determined Shot hits, you strike for +15 damage. If Determined Shot fails to hit, all of your attack skills are recharged.
2) Punishing Shot (elite) - (10,0,5) If Punishing Shot hits, you strike for +23 damage and your target is interrupted. This is an elite skill.
3) Savage Shot - (10,0,5) If Savage Shot hits, your target's action is interrupted. If that action was a spell, you strike for 30 damage.
4) Read the Wind - (5,2,12) For 12 seconds, your arrows move twice as fast as normal and deal 13 extra damage.
5) Pin Down - (15,0,15) If Pin Down hits, your target is crippled for 11 seconds.
6) Concussion Shot - (25,3/4,10) If Concussion Shot hits while target foe is casting a spell, the spell is interrupted and your target is dazed for 15 seconds. This attack deals only 11 damage.
7) Blackout - (10,1,10) For 5 seconds, all of target foe's skills are disabled, and all of your skills are disabled for 5 seconds.
8) Power Spike - (10,1,15) If target foe is casting a spell, the spell is interrupted and target foe takes 75 damage.
