aura of restoration+illusion of weaknes to keep up health/energy with ether renewall
flare to trigger mark of rodgfort + gain energy (3 per cast)
searing heat damage + 9 sec on fire
fragility for extra damage

Why not go 10,11,10 with attributes?
Other than I don't have any suggestions. It seems like a very strong and common build, but I don't have a lot of experience with Fire Magic so not sure of any way to make it better off the top of my head.

Mark of Rodgart + fragility + flare is really not that great, its about 40-50 dps which is meh since you have to worry about energy and the setup time to get the whole mess working...
you can only cast Flare every 1 second + .75 seconds after cast I believe

If you want to use MoR and Fragility, then drop Flare, and use a Fire Wand, it will do the same thing, but cost no energy, only thing is I am not sure what the speed difference between the two are.
If you are going to be using MoR, there is no need for Searing Heat.
I don't really see the need for Illusion of Weakness either, if you are in PvP, you should have Monks to heal you, and in PvE, you should be far enough out of the way that you don't get attacked very much.
So, I would suggest finding some other Illusion magic skills. Maybe something that works with Fragility, just see what else you can put in there.
Also, why not add a rune to your Fire Magic. Make it:
Energy Storage: (10)+2
Fire Magic: (11) +1
Illusion Magic: (10)

illusion of weaknes is just for the energy gain with ether renewal but maube fire attunement
flare is to GAIN energy with ether renewal
searing heat = the AOE damage+constant on fire
