Yes, though I would get rid of Savage Shot or Punishing Shot. No need for both unless you really can't find anything better. Of course, you have to know what your other skills will be to tell if everything will work together as well as you hope. This is more of a PvP setup, too, if that's what you're looking for.
Ranger builds have high Expertise so it cuts down on ranger skills' energy costs, so this is the ranger's way of energy management. Would be foolish not to have at least, maybe a 6 in Expertise. I tend to stay around 10 myself (plus the attribute has some nice skills).

meh so thats wut expertise does... :P guess i gotta have expertise then since skills r energy consuming... maybe marksman's wager to get some energy back? that could replace savage shot unless i find a good elite monk skill to replace punishing shot.. ya this is probably for pvp since it doesnt have barrage or anything

This is a better explanation of Expertise: Expertise Cost
And Marksman's Wager is elite, which means it is hardly ever worth using now. For PvP, since you are in the Smiting Prayers, you might also want to add Scourge Healing, and maybe bring Essence Bond to cast on monk or whoever is getting attacked to gain energy.
If you want to go with these skills for your basis, you would want to put points into Expertise, Marksmanship, and Smiting Prayers (and maybe another attribute if you want.)

ya didnt know it was elite... meh it seems dumb now... maybe like a defensive stance for savage shot? .. maybe whirling defense?.. ya essence bond would be cool since it gives back energy.. i was reading and is halfmoon the best bow? if so i would probably be medium to close range whihc means i would take physical damage so essence bond would be awesome... scourge healing is cool too.. and for my final monk skill ill probably bring along ressurect since it doesnt have an attribute.. all the points will be going into marksmanship, expertise, and smiting prayers as u suggested

Lightning Reflexes and Dodge are two good stances to consider for PvP.
Ideally, it is best to have a short/halfmoon and a long/flat bow. One for closer battle, one for sniping. I tend to be more of a sniper myself.
I personally would choose Restore Life over Resurrect. You have good enough armor that you could risk getting closer to the battle to use it, and it is more helpful. I don't know how much Resurrect restores, but just with 0 in Healing Prayers, Restore Life does:
Restore Life - Touch the body of a fallen party member. Target party member is returned to life with 26% health and 42% energy.
Would come in very handy to bring back a fallen monk. Sure you have to get close to the body, but the restoration of some energy is very vital.

ya 2 bows r cool... im different from u in that i like being in the action a bit i guess... ok my skills now would be:
punishing shot
read the wind
lightning reflexes (preferred since it dodges melee attacks too)
hunter's shot
judge's insight
restore life
essence bond
scourge healing
with like all the points on marksmanship, smiting prayers, and expertise
