its in the ascalon settlement north of Lions arch i think (the place where you take the merchants chest)

I think it's actually in Lions Arch. One helluva powerful spell too.

It wasn't in Lions Arch. At least, it was never offered to me there. I've literally been dying to find that spell. I just can't live without it.

Yeah, it's in the Ascalon Settlement - Captain Greywind can teach it to you. There is even a quest that begins in Lions Arch that requires you to take an item to him. Get it and it will show you the way.
