Dual shot can be found from Aidan in Presearing Ascalon so it should be available in Ascalon City post-searing. Not sure about Favorable winds but I know I found it pretty early on too.

favorable winds you get from nente post-searing from a quest he gives you.

Actually, you get the favourable winds skill in pre searing off Marksman ivor- Nente simply teaches you charm animal and comfort animal, while ivor teaches read the wind, and point blank shot. If you complete the hunters horn quest(talk to chancellor the trobadour or something, just outside of ashford abbey), talk to aidan and he will give you a quest which gives you dual shot, and ignite arrows(<- WHAT A COMBO ^^)
