Default Im confused about my E/Me

I just hit lvl 20 in PVE and I have 12 points in fire magic, 10 in energy storage and only 12 attribute points left over...
Yet if I create a PVP character I can lvl 2 abilities to 12 and have enough points left to get one to 3... What is wrong with my PvE character? Do PvE characters get less attribute points than a lvl 20 generated PvP character?

***SPOILER WARNING(well maybe)***











Ok first off the PVP only chars have max stats and all that good stuff, we know that. PVE chars must earn all of their points. Leveling up normally only gives you 170/200 points total. When you get to Ascend there will be two missions in the middle of the desert where you are able to obtain those last 30 skill points. Hope this helps.
