Can I get the meteor spell in the start area?

If so, where can I get it?

Nope. Got it much later on in the Post Searing, Lion's Arch to be exact is where I picked it up.

It takes 25 energy to cast as it is, so it's a higher up spell that's not for the begining characters (and I emphasise, characters) to use. It also does a base of like 55-65 damage.

Firestorm is your AOE until you get there.

Meteor is one mighty spell to have though once you do get it. Just so long as you can get the spell off before 3+ enemies bump you off.

Meteor is a quest reward out of Ventari's Dell.

Meteor Shower is available for purchase in the Ascalon Settlement.
