Quite alot of damage capability in it, but your energy management is very low. You have nothing to boost energy, and quite alot of high-cost spells (chain lightning gives Exh as well, i think).

Its a possible build for PvP perhaps... but the energy management needs some work. Perhaps drop backfire and get ethertap, using 10+1+13 domination to get the max drain off esurge/burn you should have some spare points to get a +12 energy tap.

If you are splitting Dom/Air I highly suggest you take gale and leave air at 5. The damage air skills you have their don't mix well with the dom skills you picked. If you want to fast cast air you have to go all into it.

its more PvP. I agree with war, go more dom-focused and use 5 air with gale for interrupting/knockdown. Toss in Sig of weariness if you're gonna use surge and burn as well, might help some..

Anyone with half a brain will walk out of chaos storm. Those who don't would probably die with or without it cast on them, so I never bring it. Since you like damage, try empathy, drop power spike, and add shatter delusions.

Really, if you intend to join pick-up groups, res signet is not optional, you just have to bring it unless you want to get flamed, and possibly lose many matches that could have been won. Or, as you say, you can use the monks spell res (they get a few different ones), but signet is faster and brings targets back ready to fight. Not a big deal in PvE, but if you go into PvP, you'll always want it unless told by your team otherwise.

Energy Surge {E}
Energy Burn
Backfire
Mind Wrack
Sig of Weariness
Empathy
Shatter Delusions
Res Signet

If you want to deny energy, then I suggest this build

Oh, and you might want to start playing with the "edit" button.

also remeber that exhaustion can be brutal for a mesmer (don't have those large energy pools like a ele). I suggest that if you bring anything with exhaustion DON'T USE IT VERY MUCH. Also, remeber that the mesmer is a very specifically tailored profession. "Is this build good" doesn't mean much without knowing where you will use it.

but you are on the right track...pick some stuff and try it out
