Since it is magical, but not really a projectile (not sure, but since you don't throw it, it isn't a projectile) then no it isn't. But if you mean it is a magical projectile in the fact that it automatically hits the chest, then yes it is.

What disoblige means is that some magic attacks are projectiles, or at the least behave like a projectile. For instance, lightning orb is thrown at a target and so thus it can miss, while this spell for instance strikes a foe no matter if he moves or not.
Lightning javelin would also be considered a projectile.
Also, not sure what you mean by "Since you don't throw it, it's not a projectile" Projectiles may be self propelled, for instance, a missle is considered a projectile.

So in answer to your question, Disoblige, no. It's more like a hex because it doesn't "miss."

It isn't like the Guild Wars developers to make one skill that's so much better then everything else that everyone uses it, but that's what they've done for this skill. It does about twice as much damage as every other lightning skill, penetrates armour, and it even hits three people at a time. Exhaustion? How about making this skill cost 15 mana and take 3 seconds to cast as well as exhaustion.
A valid guild battle party is simply 8 mages who all cast chain lightning at the right time, dealing 720 damage to 3 targets, blinding the survivors until 20 seconds are up and repeating.

Click the link in the first post.
This is in my skill bar, but I always use Lightning Strike or Envenerating Charge before I use this one.
I hate exhaustion.

It's really annoying when those Shadow thingies pop up out of the swamp and go ZOT ZOT ZOT, and kill a bunch of you.
And then they float /dance around your smoking corpses and hiss, "HA HA N00BS, WE PWNED YOUR @$$es!!!11!!one1!one!!" (OK, they don't, but they would if they could...)

The simple way to beat a spike team is to outlast them. Using ward against Elemnts (Or harm, Or BOTH) reduces the dmg. Fertile season will make it so that the spike won't kill you insatly. All armour increasing spells will reduce the dmg too.
You've porbably noticed that spike teams aren't used much in the tombs anymore. It's beacuse spirts have become more popular and a Natures Renewal will wipe out the spiker teams attunments so they exhast themselfs quickly. Sure one or two players might die but they can be rezzed and even if they don't there's still the other six. Too bad eles have the worst armour in the game making them faily easier to take down.

Too further add on to spike counters. Try a Winter Spirit (Add Spirit of Greater Conflagaration for melee counter) with Mantra of Frost for your team. Effectively converts all their spikes into cold damage, which then the mantra will reduce the damage around 40% AND give you energy.

The August 25 update increased cast time to 3 seconds, lowered damage to 10..85, reduced recharge time to 10 seconds and lowered the maximum distance between targets.
