Pretty much any other prep is better, unless you don't want any Wilderness Survival.

I think this preparation by making arrows faster helps to hit a moving target, isn't?
That is, I think it is harder to dodge a fast arrow. So this preparation may be good as a starting preparation. Isn't?

Somewhat useful, but favorable winds is generally more effective.

Not sure if the damage is applied to defence or not. I THINK (Keyword) it's applied as additional damage after AL modifiers, but that could be wrong. Stacked with Winnowing and Favourable Winds, you'll see up to a 21 damage increase on your arrows each. Edit: Whereas, Kindle Arrows and Ignite are definitely applied to an opponent's AL.
The biggest killer for this skill is its duration. 2 seconds of preparation time for 12 seconds of attack time? You'll be preparing your arrows 1/6th the time >.<

Those 2 seconds is why I am trying to develop a Mesmer/Ranger which uses often ranger skills like preparatations; (also, traps, they take 2 seconds and spirits, they take 5 seconds). Fast Casting can reduce casting time, even 1/2. What may balance for the loose of power; (and a mesmer using ranger skills does not have shortage of energy).

This is wrong. I have tested this in the arenas, and fast casting does not affect ranger skills.

RtW is handiest when facing (or expecting to face) enemy archers, since, unlike Favourable Winds, it provides them with no advantage. The flatter arc is very nice if you want to use a long/flatbow, and the extra damage never hurts.

Read the Wind or Favorable Winds + Flatbow = ultimate bow. (best rate of fire and range, plus the improved arc) The only aspect lacking from this boosted bow would be the X% armor penetration from a Horn Bow.

Does this skill stack with Favorable Winds in terms of damage and speed? I have tested Read the Wind and Favorable Winds, and I'm not sure if the damage stacks. More importantly, I want to know if the speed stacks.
So with Favorable Winds and Read the Wind, do your arrows move 4x faster?

The speed boost you get from RtW is actually 4x arrow speed, not 2x like the skill description says. It's just something the devs never bother to fix. There's a thread on everything here

It lasts 24 sec now, not 12 sec as before patch. so it's very useful now, comparable to other prep. Kindle arrow is another prep but it converts your attack to fire attack whether you like it or not, so Rtw is actually a good prep as you said it's additional damage after AL plus fast arrow speed meaning you can shoot somewhat faster.

is also better if u dont have point on wilderness and want to do a lot of dmg with marksmanship

The arrow speed doesn't increase your rate of fire. It just makes your arrows less likely to be dodged, and lets you interrupt more easily.

READ THE WIND is used in pvp to spike as increases take speed which means the protecotr/healers cant heal the target.
I also used it with my ranger in PVE as i didnt want to spread my attrubutes into wildness survial aswell as marksmanship

This is a skill you can get from one of the ranger-trainers i Pre. Not quite sure which one of them though.
