Point Blank Ranger
I saw Point Blank Shot a while back and thought it would be a useful skill with a slight buff. Since the buff just came in, it might be worth designing a build around.

With this build you can put out a stream of steady 70-80 damage attacks. The only problem is that it tends to eat up energy fairly fast.

I think ferocious would much improve his lack of energy... It would only take up like 2 energy because of the massive amount of expertise.. and 2 energy for something that inflicts a decent ammount of damage and recovers more energy that you put out. I got carried away on that last post because i keep forgetting that he doesn't have 16 BM. With my 16 BM i gain about 6 energy every time i've used it (Only due to the fact that i've only got 5 expertise..not much is needed in my build) and it's got sweet cool down time. I would also improve kindle for something like incedary arrows (if you don't want to go with the pet attacks), you could completely screw them up with that. Dealing large ammounts of damage while interupting. Hell, even choking gas would be nice here if you would rather use an elite on something else.

I would drop Wilderness Survival all together and put the points elsewhere, and use Read the Wind as your preparation (or Marksman's Wager {E} if you're having real energy problems, as you mentioned). You might even consider equipping both RtW and Marksman's and switching off between the two... use RtW to start, and then when your energy drops down significantly turn on Marksman's to gain it all back. With 14 in expertise, you should get something like 10 energy back per arrow strike under Marksman's, and spend 4 energy per Penetrating Attack/Point Blank Shot. That's a net gain of 6 per attack under Marksman's. That plus your regular energy regen should get you back up to full energy in no time. If prep switching isn't your thing, you're probably doing enough damage without Kindle or RtW to warrant just taking Marksman's for the energy management and slamming your foe with unprepped Point Blanks and Penetratings...
If you really want to do some heavy damage and throw in a tiny bit of interruption, Punishing Shot {E} would be an excellent elite choice as well. Since you'll be in close, your time-to-target for the arrow will be fairly short, making interrupting with Punishing Shot even easier than usual. Also, KuTeBaka suggested Crippling Shot, which I love...
If it were me, I'd go with Marksman's Wager {E} and drop Wilderness. If you don't have Marksman's, you can get it from Custodian Jenus in Elona Reach or Custodian Phedous in Thirsty River.

You can try the template combo of Conjure+Kindle to give you 20+ damage boost and then Dual Shot+ Punishing Shot{E} + Point Blank + Penetrating and TF ofcourse.
It works wonders against warrs but I seem to get better results with a Melandrus or Interrupt prep build against casters.

Well considering the fact that its a PvP char (assumption on my part) and he's only using Warr for frenzy, I dont think a bit of re-building will hurt him.

Kindle at 11 does a bit more damage than Read at 12. I also left out Melandru's Arrows as an elite since Kindle is unconditional. You can switch them and the build will work either way. I forgot to mention that Flatbows are the weapon of choice for this build. They have a longer range than Shortbows, and Favorable drops it's arrows to a more managable speed and arc. In retrospect, I would switch out Throw Dirt for Storm Chaser. It takes you out of Frenzy, gives you a needed run boost, and has a nifty bonus of giving you energy when hit by elemental attacks. I only tested this with slight changes in Random, so that's where the energy comment came from. With a zealous mod and team-mates attacking your target, energy should not be a problem.
