Basically if you gain adrenaline consistently and you are only fear me'ing one monk, you'll basically put out 3 pips of degen which means that if they were using offering (their best bet besides ER), your fear me degen will completely cancel out and more the energy they gain from offering.

Point taken. I still have doubts whether building a warrior entirely around Fear Me is a good idea though, unless you're going to coordinate with other such warriors. If the enemy is bunched up, then I bet Fear Me owns. However, like you said, they start spreading out once they see you shouting it over and over, and at that point it really starts to lose efficiency.
I'm not saying it's a waste of time, but I think it's a good idea to make a build that can do real damage along with e-drain from Fear Me. I'd switch out Sword for Axe from the original build, use Sprint, Frenzy, Eviscerate, Executioner's, etc. Even with the energy denial, Sword just doesn't cut it for damage imo. I can practically ignore sword warriors on my monk, as long as stay above 50% to avoid Final Thrust (which his build doesn't have anyway).

You can mess around with the attributes and switch majors and whatnot, but you need 13 tactics, no more, no less.

Sprint/Rush (rush lasts longer and you're built to gain adr)
Ressurection Signet
We ran this with great success with QZ, I still think it's pretty good without it.
In a team build I'd rather have a caster run Dark Fury and then spec more into damage.

Signet of Humility would require you to spec into Inspiration and you're already hurting on attribute points.
15 Axe Mastery just seemed much weaker than 16 when I ran a Fear Me guy in arena.
