lol yea, not to sound harsh but in short, not really. maybe if you tell us the goal of your build, we can help you make it better?
it seems kind of random, and i see alot of energy problems with only 9 expertise.

My first thought was anti-caster. But I think he's trying to do too much as well. He should take out power shot and replace it with a defensive stance is my suggestion. He's also too specialized in bow attacks. He only needs 3 or 4.

I don't know why people put down other builds. Remember, it's HOW you play it that matters. Hell, if you really wanted to, one can just bring in 3 skills and be good enough. Strategy. You just have to let your teammates know what you're up to sometimes. Placement.

If you're talking about this person in particular, the reason is threefold.
1) he asked very bluntly if this was a good build or not (see 2)
2) this isn't a very good build
3) I'm not a very nice person once you get to know me

My newbie suggestions:
Expertise: 13
Two/three interrupts are good enough if you're already using choking gass.
Throw Dirt is teh sexeh.
Sundering is shit. Vamp or Zelous is what you need.
No res sigs? Are you playing tombs or GvG? You wont make any friends in arena I'm afraid.
One Sup is better than two Major's, but hey thats just me.
Get a short bow.

I have an interrupt ranger myself and find savage shot to be fairly useless as unlike all the other interrupt shots (distracting, concussion, punishing) it isnt insta-cast, its just a normal arrow firing. So interrupting anything is fairly hit/miss, mostly the latter unless its a LONG spell.
Just try to have a distracting/punsihing ready to go incase the opponents start dying to interrupt res sig its funny watching the last guy alive run around desperately trying to res a teammate and wondering why it keeps failing

Savage shot used to be slow, they fixed it a couple updates back. Now has the same speed as distracting (within .25 sec anyway, I can't remember it's exact speed).
