Because some people switch their secondaries and only have the option of buying with skill points, or capping them. I changed my secondary prof from Necro to Monk, and ended up having to buy quite a few spells with skill points. I had already done the quests, and so far as I can tell, there is no way to reset quests to do them again.

Capping it would be stupid. If you're out of skill points, you can't buy SoC's... Not to mention, the skill can be bought from the Amnoon Oasis.
Good res for PvE that can really save an incompetant PUG. Elsewhere, it's trash.

The only advantage I see in this skill is that the dead guy gets teleported to the guy who is using the skill, and for the rest... your skills are disabled for a certain amount of time and you get revived with little health and little energy. I use as a secondary monk the normal Resurrect skill, it takes longer to cast, but it gives more health and energy back.

Why Restore Life? I have Healing and Divine Favor maxed out. If things have gone badly enough that people have started to die, I really don't want to rush into the middle of battle to heal someone. I want to heal from a distance.
Resurrect and Restore Life both have the same activation time. But Resurrect allows a person to stand safely off to the side and bring a person back from the dead. Rebirth tops that by allowing you to stand safely off to the side and it pulls them back to you so that you can heal them back to full before sending them running back into battle.
By the way, which quest gives this skill?

I think, that the quest is given in Ventari's Refuge.
I have used Restore Life with my mesmer/monk: I restore life and then cast Healing Breeze. Not a problem, but just to seek for the first oportunity, I mean just to look for if there is any player obstructing the way to the corpse or not (it is possible to cast Healing Breeze in one self as a preparation for restoring life or use Physical Resistance; or the monk may heal you). As it is a spell, with Fast Casting I can reduce those 8 seconds to 5.
I "did want" to use Rebirth with my monk. But, I have found that there is a gap of time after casting Rebirth. Some people say that during that gap of time one can run away an pull a bit the place of resurrection. Also, it hapens, that energy almost reaches 5 and it is possible to cast some low energy spells. But, me casting the Signet of Devotion -or may be also if a third party casts a healing spell- inmediately after Rebirth does not work at all! I think, this is annoying.
This problem for a spell which takes 6 seconds to cast, plus at least 3 seconds (with 15 points of protection prayers) with disable skills for the resurrected player makes 9 seconds, plus the resurrected player has a few health points, plus losing all the energy for the caster, I think makes this spell unbalanced.
Note: and I have met one more problem, when casting Signet of Devotion any time, it sometimes fails with a warning of "Not enough energy" and you hit again the key and again fails with the same warning as many times. I think, this is more annoying.
