R/Me...Suggestions?
Quickshot(E)
Dual Shot
Kindle Arrow
Favourable Winds
Tiger's Fury
Conjure Phantasm
Phantom Pain
Pin Down
Expertise - 11+2
Markmanship - 10+1
Beastmastery - ?
Wilderness - ?
Illusion - ?
Im not very sure on how i should spread the points among Beastmastery, Wilderness and Illusion...all in all...would this be an efficient damage dealer?How can i improve?

5 attributes is a bit too much of a spread if you wish to be effective. If you wish to be a damage dealer with a bow, I'd suggest Elementalist 2nd profession for the Conjure skills. When I want to deal good damage with my ranger, here's what I do...
R/E
1. Conjure Fire/Frost/Lightning
2. Lightning Reflexes
3. Barrage {E}
4. Distracting Shot
5. Dual Shot
6. Pin Down
7. Throw Dirt
8. Res
OR
1. Conjure Fire/Frost/Lightning
2. Ignite/Kindle Arrows/Melandru's Arrows {E}
3. Dual Shot
4. Punishing Shot {E}/Distracting Shot
5. Penetrating Attack
6. Lightning Reflexes
7. Throw Dirt
8. Res
As a R/Me, you're better suited to be subversive and indirect in your damage dealing, like with Phantom Pain, other forms of health degen, etc. What is it you'd like to do? Deal gobs of damage quickly? Deal huge damage at once? Have a high DPS? Or give them lots of degen? Can't have it all...

I don't know if it's just me, but the build looks pretty bad, Lightning reflex has longg recharge time so you'll use it like 3 times. barrage sucks for pvp during my experience, but someone could have created a barragebot that works(for pvp of course). Make sure to use a prep, and have 2~4 bow attacks.
I don't like conjure from my doings w/ it.
1.it takes up energy
2.it takes too much skill points.
3.i have to cast it more than once (sometimes thrice)
4.i was surprised how fast kindle dies out when i started using conjure fire.
5.conjure other than fire requires bow string, which should be zealous/vampire
6.I wasted 2k on the conjures.
That's about it. that said, conjures are good, just not too good for beginners.
I don't know about R/M, but what I said goes for R/'s

I don't ever use the builds I listed there because of some of the reasons you listed. I was just using them to demonstrate how to stack damage on a bow. I prefer to be a disruption, using interrupts and conditions. If you have a better way to do high damage as a ranger, please, feel free to enlighten us. I never claimed that the builds I posted were awesome, I only claimed that they'd be better damage and more energy efficient than the OP's R/Me build.
The OP didn't specify whether this was for PvP or PvE, so I just listed general damage lineups. I prefer Lightning Reflexes as my stance because a) I have high expertise, which lends itself to expertise stances; b) I have a strong dislike of Tiger's Fury because I hate disabling my panic skills (Throw Dirt) and don't like putting points in beast mastery; and c) I can live with my attack rate being the bow's base refire most of the time. I usually use lightning reflexes when I get in trouble... Whirling Defenses might be a better choice, but the increased attack rate for a short time is why I go with reflexes instead.

Sorry Shwitz for not stating whether the build is for Pve or Pvp. Its Pvp.
Im a huge fan of Barrage myself but ive heard that quickshot does more damage efficiently..
Anywayz..i was trying to combine some serious damage with a couple of hexes to "soften" the target up...like cast Phantom Pain so that the enemy will have lowered health and i would take that opportunity to strike him hard with several Quickshots and Duals. Conjure Phantasm would also help me out by further "softening" up the target if you know what i mean..and i was just wondering if this would be good for killing casters and some monks
Also...i was wondering which build is the best spiker/nuker
Melandrus Condition Build, Typical Fragility Build, Typical Quickshot Build or a Conjure/Barrage Bot(I wanted one...)

I wudnt use elemental dmg (conjure etc..) cause I tested it and piercing dmg does more dmg than elemental.. So I'd also drop kindle and use something like punishing shot
