They do stack on each other.
Good if your team is told to wear Frostbound armor (or other classes cold AL increasing armor)

How do you know your arrows did fire damage?
The do stack and it makes for loads of weird effects
(or great effects if your team is prepared for it )

Yes they do stack, I have tested with the mesmer "mantra of frost" and all damage is converted to cold, as my energy bar pipped up with each hit I took.

It looks as though they do b/c they r on fire, but they really do cold damage.

oh....ok so its still cold dmg? i thought it was fire dmg coz the graphics on my arrow was flaming.

Something odd I'd noticed about Winter;
It seems to convert damage to cold on impact, rather than prior to it. What does this mean?
Kindle Arrows+Conjure Flame without a fiery bowstring works, but Kindle Arrows+Conjure Frost+Winter does not. Or didn't, last I'd tried it.

this is obvious. Kindle arrows clearly states that your arrows do fire damage. aparantly it overwrites the string. this was previously mentioned on iQ forums.
From Servants of Fortuna's testlab:
1) As mentioned on iQ forums, Kindle Arrows + Conjure Frost/Icy Bow String doesn't work. Kindle Arrows makes your arrows fire damage, and aparantly overwrites the (elemental) bowstring of the bow.
2) Since Kindle makes your arrows elemental damage, running it with Orders is not a good idea. Ward against Harm on the other side makes a great counter.
3) When using Kindle + Winter + Conjure Frost, you won't get the Conure Frost damage. Vice Versa, when using Conjure Flame + Winter + Kindle you DO get the Conjure Flame damage.
4) Conjure Flame + Winter + Kindle = cold damage output for Conjure Flame
Concluding from this, it seems GW works in layers.
It seems like the way things are checked are as follows:
1) bowstring
2) preperation
3) enchantment
4) spirit
EDIT: just read Zelc's thread on RtW + FW stacking. this last part may need some further testing.

The greater conflag/winter combo is *extremely* useful in the last few missions, since many of the creatures there have poor armor vs cold.
