Should i use that frost artifact as an offhand for my warrior that uses conjure frost, or should i get a collectors that has :

Energy +12
Water Magic +1 (20% Chance)
Health +30

Is there even a comprison? The second one, duh. 9% isn't that great. I guess it depends on the req of the second artifact.
BTW, where is that collector and what he/she wants?

Um I'd say go with the collector artifact that gives 20% faster cast and 20% faster skill recharge. I know there's one in snake dance that gives it.

You really dont need to have a faster cast and faster recharge time beause your only using conjure frost, it's much more important to have more health and possibly more damage with the +1 to water magic. Casting time on the conjure frost is fast enough and when it runs out you can instantly cast it again so go for the collector one thats plus 30 health and +1 to water magic.
