Rangers use enchants and hexes? In most of the most popular builds? Umm, no. Rangers are the most self ufficient class in the game, and rangers do not have a single hex or enchantment. Most rangers that use chants or hexes are iffy, they run out of energy or are vulnerable to removal.
Anyways its not hard to build an NR ranger. Since this is a pug I assume you mean a single char when you say "build". Oath Shot, Natures Renewal, Res Sig. 5 more ranger-ish skills and you're done.

Um... Rangers CAN have a secondary you know. And unless you're running a R/W, you're going to be using hexes and enchantments, *cough* quickshot buffs *cough*
I agree that hexes are a bit iffy at times, but their offensive potential is great. NR is often overstated, 2X casting time really only come into play with 2 or 3 sec. spells, those 1 second ones are really not that much affected.
As far as that "build" you proposed, I was thinking of something more focused, not necessarily a theme build but something that takes advantage of a secondary.

Like I said, rangers that run chants or hexes are iffy. The run out of energy and/or are easily debuffed. Even QS rangers are far better off getting their chansts externally. Remember, every spell you cast is wasting energy since it doesnt use expertise.
NR definately impacts 1 second cast chants, and especially 2-3 second cast chants. The only ones that still work ok are 1/4 casts like prot sprit and reversal.
As for the "build" you are using NR so you have to stay away from hexes and chants. Ironically, most rangers that use their secondary do so for hexes or chants. Thats the reason why big ranger groups operating under NR are so effective- NR doesnt affect ANY of their skills. Good skills to take along to compliment are oath shot debilitating shot, distracting shot, and dual shot. Also a prep like kindle or apply poison is nice. Tigers Fury if you have room. If you use your secondary, its gotta be somethin small like signet of humility or plague touch.

Debil Shot
Distracting Shot
Dual Shot
Kindle/Apply (pick)
TF
Res Sig
If you are in a total spirit spam group you wil probably have to take something out and put in another spirit.

I like that setup, except I would use Favorable Winds instead of Debilitating Shot. For PUG, Whirling Defense should replace Dual Shot. The Whirling + Oath combo is chessy, but it works.
Problem with it is that you won't be killing anyone with that build, well, anything that has either armor or healing. Kindle + TF is simply not enough IMO. Must be some way to beef up damage without going into hexes and enchantments too much.
