You really don't need tactics for Victory is Mine! to be THAT high for it to be effective. Remember, the more enemies around you have a conditions, the better it gets.
Btw, it's range is a LOT larger than adjacent. I'd say more 'nearby'...
You want 4 stats and still do good damage?
10+2 Swordsmanship
9+1 Strength
7+1 Tactics
10 Wilderness Survival
With those stats, you should have no problem getting what you need done. With those Tactics, Victory is Mine! will give good hp AND Fear Me! should you choose to use it will be at max I think. Your tactics shouts and stances will last longer meaning you won't have to use adrenaline like a vaccuum to be effective.
My build is just like that only str and tactics are switched and I have Curses instead.

I've tried this sort of build, but it feels incomplete: is there any skill I can use to hurt my opponents because of the conditions they have, or are my only options self-beneficiary like ViM! and Mel's Resilience?
I know fragility does it, but I'd like to stay away from mesmers for the time being. Looking for a "desecrate enchantments" type skill, but for conditions, not enchantments.

Don't use Apply Poison, have at least 8 Expertise, if not 13... and get 12 in whatever weapon you use. Sword/Hammer's make more sense due to better/more energy based attacks.

If you gonna use sword, i think ra/wa is better cause sword has lots of skills that cost energy, thus you need bigger energy pool, bigger energy regen and expertise is very useful. If you use axe, then wa/ra might be better, cause most axe skills cost adrenaline, so you dont need much energy and strength is more useful.
You also have 2 choices for hilt/haft. Either get the lengthens poison one, or the zealous one, or both(have 2 weapons). At the start, use the lengthens poison one, then do cyclone axe, then change to zealous. Do another cyclone axe with zealous, then when you going to do your next cyclone axe, change back to lengthens poison axe. Make sure you do your last cyclone, just before apply poison expires with the lengthens poison axe.
If you do it right, not only you will keep your enemies poisoned but you can also gain lots of energy. Cyclone has 4 secs recharge. The enemies will stay poison for around 15+secs. Apply poison lasts 24 secs. Lengthens poison increases poison duration by 33%. Do the math and find what is the optimal zealous/lengthens cyclone ratio for your stats.
But IMO, this doesnt work too good anymore. Many teams use martyr. Not to mention that if the enemy team is any decent, they will spread after the first cyclone axe.
