1 e per second is the equivalent of 3 pips of energy rengeneration.
e regen is basically, for each pip thats how much regen per three seconds, so 3=3 per 3 i.e. 1 per second etc.
youd end up with slightly more than 1pip, frenzy moves your attack rate to 0.89.... i cant be bothered to work out exactly what that comes to.

you need to be carefull when you do that, in most cases your attacks will be blocked (aegis, guardian, etc) and having one of your blows 'evaded' will not increase your energy by 1.
so its not as wonderfull as it sounds >.<

both of those cost energy (swift chop - 5, cunning - 10), so in terms of energy management swift chop is like... useless. you gain 1 energy from using it, and spend 5 for a net loss of 4 energy. this wont get you anywhere.
warriors cunning is good, but there are some things you have to take into consideration: it has a really pathetic cooldown. you generally dont use it more than once/twice in a fight.
its usefullness for regening energy is really questionable - the monk is always running around, so unless you manage to snare them and hit tf at the same time you hit cunning (which is -20 energy as a simple w/r or -15 if you like frenzy), you will regen about 3 energy from your one pip (in 10 seconds), and you *wont* hit them 12 times (or 17) in those 10 seconds
if you didnt snare them and you hit sprint, same thing as using frenzy, you wont be getting your energy back.
so strictly from an energy point of view, those two wont get your energy back. thats not to say they dont have uses anywhere else, but if you want to get your energy back up it wont help you
(also - if you have enough energy to use cunning/sprint/frenzy/tf then why are you trying to regen it? you already have energy )

God, if it's not about questions regarding any w/n build, it's about my sexy headbutt...
Any warrior build depends on a monk due to warriors being targetted for hexes/conditions the most...

if you play in tombs and you die of fragility.... no comment.
if you play in TA or CA and you die of it, well, get used to it. as a tank theres not too much you can do. i mean you can go w/me for blackout and hexbreaker, but meh your best bet is to kill that mesmer as fast as you can and hope you still have time to spam healing signet. in team arenas tho its the monks job.

As a W/N there IS one way to counter, but you need to be standing next to someone to do it.
The INSTANT that Phantom Pain gives you a deep wound, chuck it off you with Plague Touch before the enemy can do Virulence.
That way, it'll just miss and he's got about 10s. to wait before he can try conditioning you into the floor.
I've Swift Chopped Fragility Mesmers into sausages when they try that crap on me without team help. [yeah, a snare from a distance like pin down can pretty much guaruntee you're eating about 300 dmg right there...]
But in random arenas, it's 50/50. W/Mo stands a very good chance against fragility types cause all they need really is smite hex. Let phantom pain deep wound, then do Smite Hex next to a group of idiots... Blam, no fragility. [unless they're using cover hexes, which means Convert Hexes may be better]

man do you love resing boards
and the thing is most fraggers like to snare you before fragging, it disturbs their attack (as you mentioned - xfer the deep wound and virulence doesnt do crap)

if you're snared, you can hope to dump the ensuing condition on a passerby [usually an enemy warrior]
There SHOULD be someone nearby with/without a snare on you. Of course, nothing's perfect and blam, u're hit with Fragility...
I suppose it is a good counter to any high defensive dmg build.

meh whenever you come across a semi inteligent frag ranger they usually run into the middle, then start backing out slowly so you think theyre some kinda noobs. then when ur like semi far from everyone else they snare you and start fragging. best way to stop that is to switch targets if you see them luring you.
switching targets is the most underated counter to alot of things.

Switching targets ftw...
See Spell Breaker? Switch up...
See Shield of Judgement? Switch up...
Stance user? Swift Chop
For me, unless it's anything BUT spell breaker, I feed them a nice helping of Rend to the head...
