Hmm can't remember, but I think you can get it from a quest around Yak's Bend/Shiverpeak's Mountains.
Also, try LA's skills trainer; he must have it. |

I find this skill pretty usefull to use with a secondary monk, so that the primary healer dosnt have to waste time/worry about hexes. Though i still have this skill equiped with my primary monk.
