Mending gives +3 at level 12, but what level must mending be in order to achieve +4 health regeneration? 13? 14?

Just wondering. Theres no +5 at level 16 is there lol?

Actually it gives +4 regen at exactly 13.

Yup... also meaning that a non-primary monk can never achieve +4 at mending. Of course, mending isn't something a primary monk would use because there are much better enchantments out there to replace it. +5 doesn't exist... maybe in the expansion.

ignore the first number, because its the initiating number, and you get a clear pattern.
its at +5 with 18 if the pattern stays till 18. The pattern stays for 95% of all skills.

+1 healing prayers scalp can only be equipped by a primary monk

minor healing prayers rune may give +1 in healing prayers but that also can only be used by a primary monk

so I would have to agree with Deathlord that non-primary monks cannot achieve healing prayers beyond level 12

Actually, if they get a one hander or an offhand item (or both, preferably) that has a +1 Healing Prayers (20% chance) they can get 13 Healing. They just recast it over and over again until you see it have +4.
