it doesnt matter disoblige, its an amazing air elite, and the most popular. A useful tip for this skill:
Its a hex that inflicts dmg after 3 seconds. So after casting this use a powerful skill that inflicts high dmg and cast time is around 2-3 seconds for a good spike dmg combo. You can do around 200 dmg in 1 second like that, assuming the opponent has no armor against air and you have max air attribs.

I'm no fan of the exhaustion that the Air school commonly causes.

It's bad vs good teams (spike wise) unless you can pull off a perfect rend but this is easily one of the best misdirection spells in the game. If someone gets this on him he's going to call for protective spells, using them up while the real target gets hit.

This reminds me of chain lighting, only this spell takes 5 seconds to do anything, can be dispelled, has no armour penetration, and only damages one target. Oh, and it's elite

The 3 seconds are what make it an elite. Right after i cast this i cast lightning orb. Right when the target falls down the orb hits them. Then I use lightning strike and enervating charge. I can usually get this all in before they even get up. (20/20 staff) With 16 air magic, thats alot of damage right there before they can even cast a spell.

I prefer elemental attunement{E} on my air ele personally, that + air attunement = a heck of a lot of energy!

This skill is one of the few skill in the game that is played with actual player skills... When I am using it, I would choose my target carefully (u shouldnt go off spamming it the moment battle start). When I am against it, I would watch the opponent carefully to interrupt them in the mid way some where.
A very balanced skill.

If you use it right, it's very good. When I go spiker, I'll often bring Air Attunement instead of Elemental Attunement, and bring this as my elite and exhaustion spell. If you use it then lightning orb right after, it's a good 150-200 damage (depending on armor) and knockdown. It's worth it.

In that case... wouldnt EQ + AS better?
Also, if you ever find someone dumb/newbie enough, you can run up close to them and do lightning surge->lightning orb->aftershock->lightning strike then they are pretty much dead.
